The project consists of providing WASCO, Malaysia’s leading energy player, with GIS solutions, a database management system and hardware for the development and implementation of the “WASCO GIS” system in the Caribbean island of Saint Lucia.
GeneGIS GI consultancy began with an analysis of the current situation of the water and sewerage network and the monitoring solutions already used by the client. This was followed by the design, development and implementation of the geographical information system for WASCO.
The project was completed with a capacity-building activity (through a wide-ranging training program, including on-the-job training) at WASCO and the other companies involved, to ensure the use, maintenance and development of the new system. The project also included a year of maintenance and consultancy services.
The centralised application developed for the client is based on a geoportal and supports integrated water management through the distribution of a specific personalised GIS Web module to each WASCO department (customer service, technical department, etc.). A module for management of third-party resources was integrated into the software architecture.
The application modules include:
Database for the water and sewerage sector: the database architecture is based on two different company geographical databases based on SQL Server 2012: the Water and Sewerage geodatabase (WASCO_GDB), which stores data on the island’s water and sewerage infrastructure, and the Mosaic Geodatabase (WASCO_MOSAIC), with a copy of the Saint Lucia flyover.
Operations Dashboard: a GIS Web application based on the Microsoft Silverlight programming language, which provides support for all WASCO operating departments (technical services, sewerage, leak detection, water services). The module offers a broad set of editing and analysis tools and enables integration of data on assets with operating and maintenance information so that assets can be located on the map. The system can also be used to check personnel organisation, work orders and general and maintenance work on the infrastructure.
Enterprise Asset Management and Maintenance System (EAMMS): the solution is based on the completely free CalemEAM 2.1 Web application (Community Edition), which has been integrated with the GIS Operation Dashboard to provide support for the Project Design and Management Department.
Activities include maintenance of:
- descriptive data on company assets (water pumps, hydrants, meters, system and control valves);
- descriptive data on operating and maintenance objects (work orders, timetables, projects, inspections, budgets, contract work, etc.);
- supply of reports and charts to improve analysis and consultation of operating and maintenance data (work orders by origin, work orders by status, work order priority).
Through its GIS expertise, flanked by its extensive experience in the utilities sector, GeneGIS GI was able to satisfy in full the client’s need to map and manage its network. The solutions provided, including some open source solutions, generated significant savings for the client.
The consultancy and continuous support provided for a year enabled the client to acquire full understanding of the GIS and database system architecture.
